Shanghai subsidies 2026: what foreign-invested SMEs can apply for
Shanghai publishes grants and subsidies across nine government websites, in Chinese, with short windows. Here is the practical map: what exists, who qualifies, when to apply and what documents to prepare.
The five most common programmes
| Programme | What you get | Who usually qualifies |
|---|---|---|
| High-tech enterprise (HNTE) | 15% corporate income tax instead of 25%; district rewards | Companies with R&D spending, IP and technical staff |
| SRDI SME | Recognition grant; access to larger funds | Specialised SMEs meeting revenue/R&D thresholds |
| Innovation voucher | Subsidy for testing, R&D design and IP services | Shanghai-registered SMEs buying listed services |
| Commerce fund | Support for retail, exhibitions, culture-tourism-sports | Commerce, retail, exhibition and related projects |
| Employment / training | Per-hire and training subsidies | Employers hiring eligible groups or running training |
Who can apply
Most programmes require a company registered and operating in Shanghai with sound finances and tax records. Some impose industry, revenue, R&D or IP requirements. Foreign-invested enterprises are generally eligible unless the annual notice restricts the entity type.
When to apply
HNTE and SRDI are usually annual batches; innovation vouchers are rolling or batched; commerce funds are batched; employment subsidies follow the policy year. Windows are often 2–4 weeks, so preparation matters more than speed.
Documents to prepare
- Business licence, articles, shareholder structure
- Audited financials (2–3 years), tax records
- R&D expense ledger and project documents
- Patents, software copyrights, trademarks
- Staff list, social insurance, R&D staff evidence
- Contracts, invoices, bank records and deliverables
Common reasons applications fail
- Entity mismatch between contracts, invoices, bank records and the applicant
- Starting after the window closes and lacking documentation
- R&D ledger that does not reconcile with audited financials
- IP owned by the overseas parent rather than the Shanghai entity
- Missing district-level top-ups

FAQ
Can foreign-invested companies apply?
Usually yes, as long as the company is registered and operating in Shanghai; a few programmes restrict entity type or industry, so check the annual notice.
What if we have no patents or software copyrights?
Start with innovation vouchers, employment/training subsidies or the commerce fund; HNTE and SRDI generally require IP.
How long are the application windows?
Often 2–4 weeks, sometimes shorter. Prepare documents before the window opens.
Do you submit applications?
No. We provide information, eligibility research and document support; the company or a licensed provider submits.
