Shanghai HNTE for foreign companies: the 15% tax route

High-tech enterprise (HNTE, 高新技术企业) status cuts corporate income tax from 25% to 15% for qualifying companies. For foreign-invested entities in Shanghai, it is usually the single most valuable certification — and the most document-heavy.

Information only. Thresholds and procedures change; confirm with the official notice or a licensed adviser. We do not submit applications or guarantee outcomes.

Timeline

Applications are usually annual batches. Start 6–9 months before the window: clean up the R&D ledger, confirm IP ownership, and align the audit. The application itself is not the hard part — the evidence is.
