Shanghai employment subsidies: small amounts, short windows
Employment-related subsidies are usually smaller than tax or investment incentives, but the thresholds are lower and the documents simpler. The main risk is missing the window or misjudging who qualifies.
One-time job expansion subsidy
Shanghai has extended the one-time job expansion subsidy: employers hiring eligible graduates and other covered groups can apply, with the policy running until 31 December 2026. Usually the employer must sign a labour contract, pay social insurance and apply within the stated period.
- Check whether the hired person falls within the year's covered groups.
- Keep labour contracts, social insurance records and graduation proof.
- Check whether it can be combined with other hiring subsidies.
Training subsidies
Employers running vocational training or apprenticeships may claim training subsidies when the programme and provider are on the official lists and trainees pass the assessment.
Channels
Most items are handled through the Shanghai online government portal or the district HR bureau. Call before applying to confirm the current rules; it saves repeated document revisions.
Common mistakes
- Misjudging who qualifies (graduation year, social insurance start date).
- Applying after the deadline, when the policy no longer accepts applications.
- Contracts, payroll and social insurance records that do not match.
- Ignoring district-level top-ups.
