Shanghai commerce fund: what it supports and how to apply
The Shanghai high-quality business development special fund supports consumption, retail and exhibition projects. Calls are published in batches with short windows, and the documentation burden is real.
Typical support areas
- First-store economy: first stores, launches, debut shows and exhibitions.
- Exhibitions: bringing in or upgrading trade shows and exhibition services.
- Culture-commerce-tourism-sports linkage: joint promotion projects during major events.
- Consumption promotion: commercial marketing, food and leisure, night economy.
- Commerce services: supply chain, e-commerce and community retail (depends on the annual guide).
Who can apply
Usually companies registered and operating in Shanghai with sound finances; the project must fall within the supported scope and have clear investment, scale or attendance metrics. Foreign-invested companies are generally eligible unless the annual notice restricts the entity type.
Rhythm and documents
Calls are published in batches, typically with a 2–6 week window. Prepare in advance: contracts, invoices, bank records, event plans and post-event reports, media coverage, venue evidence and audited financials.
Common mistakes
- Seeing the notice after the project ended and lacking documentation.
- Invoice or contract entity does not match the applicant.
- Investment cannot be substantiated with invoices and bank records.
- Missing the district-level window (many districts add their own support).
Don't miss the window
Shanghai Subsidy Radar scans nine official sources every morning at 08:10 China time and emails a 3-minute English brief with open calls, deadlines and links to the official Chinese notices.
